Questions

What is a good score for one-minute changes?

Beginners often start at 10 to 20 changes. Around 30 is enough for slow songs, and 60 (one change per second) means the change is ready for most songs.

Should I strum during the changes?

At first, no: just form each chord and strum once to check it rings. Speed comes from your fretting hand learning the movement.
